- An author of several essays originally published in Freeman's Journal, a Philadelphia Newspaper.
- He wasn't a member of the Constitutional Convention, but was against most of the conventions ideas. He argued that granting Congress the exclusive right to regulate trade and commerce would be sufficient. He responded to Ben Franklin, by adding such drastic changes could lead to tyranny and the misuse of power.
